Chemical compatibility is concentration- and temperature-dependent, not a single yes/no per chemical. The same chemical can rate Good at a lower concentration/temperature and Fair or Corroded at a higher one — always check the specific concentration and temperature you're actually running.

Is 316 stainless steel always the safest wetted-parts choice?

No — this is one of the most counterintuitive findings in the chart. Against several chemicals (including all six Freon refrigerants), 316SS rates worse than PVDF, PFA, or PTFE. Don't default to stainless without checking the specific chemical.
